Sorry for the delay.
I see the same thing for PA-2CE1 in VIP2-50 after upgrading from 12.0(22)S2 which worked fine, in 12.0(23)S1 the E1 Serial interface counters always stay at zero.
I was told it is known but which will be fixed next release but did not find on bug navigator (honestly I don't feel like looking too).
