[nsp] Cisco tunnel backup configuration

Maybe you could run IPsec between the 2600 and the VPN3000 (for security),
and run GRE between the 2600 and 3600 (ie not terminate GRE on the VPN3000).
This protects against link failures, and allows use of EIGRP. No protection
against node failures.
