[nsp] cant get syslog to work

So true.  In fact I had a similar problem due to my adding things at the
bottom.  Above it were some commented-out "!program" entries.  Short story
is that commenting these out was improper syntax and syslogd was skipping
everything past the commented-out lines.

It would be helpful to see the syslog.conf in context...
