Right!

When you place a static route into the routing table, the route will only
show up in the routing table if the connection to which it's meant to route
packets, is up. If, for one reason or another, the connection to the
destination route is down, the static route will be maintained in the
running-configuration, but taken out of the active routing table.

The 'ip route' command option, 'permanent', basically tells the router to
keep the route in the active routing table, even if the destination network
is down.
