[nsp] PA-MC-2T3+ reporting traffic way too high

	I'm quite upset that Cisco can't seem to address
counter issues.  this case here is broken for both SNMP and 'sh int'.  I
would call TAC, report the issue and request a fixed image or threaten
to convert the router to some vendor that can count (and hence bill)
your customers properly.  I feel cisco should take immediate ownership
of such issues and fix them for good.

	Add in debugging code that will prevent reporting of such 
booooooogus values.

	My T1 can not do more than 1536k.  if I'm attempting to send
to the cli or snmp more than that, something is broken.

	this should be very trivial to detect, and as a result, fix.
