[nsp] FRF.9 stac compression

Hello !

Is it possible to get FRF.9 stac compression working on FR-subinterface of
unidirectional (satellite) link ? The problem is that "transmitting"
router always requires confirmation from other side of link, and this is
not possible for satellite one. And it seems that "one-way-negotiation"
configuration option does not make any difference to negotiation process
(tried in lab).
