I don't know about 12.0(21)S, but at least from from 12.0(22)S they are
supported (we don't have any boxes on the pre-22 IOS'es anymore) - we
use (and poll counters for) dot1q subints on both 7200, 7500 and 12000
boxes. 

You have your usual variety of SNMP counter bugs of course, but hey, it
wouldn't feel like a proper Cisco if SNMP-counters was actually working
flawlessly, would it? :)
