[nsp] ACL on E3 Line Cards

ACL counters are not supported for merged ACLs on the Engine 3's ASICs.
Beginning 12.0(21)S3, ACL merging can be disabled with the command:

	hw-module <slot #> tcam compile no-merge

To determine whether an ACL is merged use the command:

	Show access-list hardware interface
