another solution might be:
DMVPN - Dynamic Multipoint VPN

which was a solution designed for aggregation of large numbers of remote
site routers that might get their addresses dynamically (e.g. home users
connecting to DSL/Cable SPs who want to establish a crypto session to
a central point).
