[nsp] EIGRP and loopback

The 2 Ethernet if's would not form neighbor relationships for EIGRP with each other, but were up.
EIGRP logged flaps for these if's, went into hold down then up, & wash, rinse, repeat. 

I suspect the issue was an improper ACL controlling redistribution between routing protocols
but I was not sure if loopbacks would offer additional stability (and avoid a 120 mile late night road trip).
Seem loopbacks will not be a solution here.
