[nsp] Serial0/0:0 is reset, line protocol is down.... ?

AIS means that you circuit is open( but also it means that you
correctly connected RX and TX :) , may be the Telco didn't do the cross
connection in some device or you have a problem on the far-end CSU.
Have you tried installing a HARD LOOP in the far-end device facing to
you?
