[nsp] looking for a 12.0.nS recommendation

This bug actually appeared in 12.0(23)S...

Affects only RSP/NSE based platforms (no GRP issues), switching to 64-bit
counters is the only workaround that i've found.

Upon calling TAC, I was told that DE confirmed that a 32-bit counter can
only count 20Mbps before rolling over, which is bull.

I gave up long ago trying to get resolution on this one, hope you have
better luck! ;>
