[nsp] 3620 gone bad

This one happend to me not that long ago, was not the power supply in my
case but the actual power input when the UPS kicked in. Each time it did so
the power was "unstable" for a while and the same time of error occured,
this was with what Cisco claimed to be the new 36xx power supplies (had this
issue on both 3620s & 3640s).
