[nsp] Configuration ATA (dial-plan)

I don't remember exactly but, I belive that the only way to configure 2
ATA's without a gatekeeper it's pointing the gk ip to the ip of the another
ATA. The numbers can be configured from the UID0 and UID1.

conversion between IP address an number extension?
