Yes but the packets/sec do add up (which you noted). Likely means it's
just the window during which each set of counters is considered for 'five
minutes'.
If you want more sany values pick up the byte counters and compute them
yourself in lock step, or use SNMP. However as noted by Mr.(?) Doering
there have been known to be bugs in either or both those counters.
