Ugh...it seems Cisco just can't get SNMP right.  I was just notified of 
this problem yesterday.

interfaces.ifTable.ifEntry.ifDescr.3 = Serial1/0/0
interfaces.ifTable.ifEntry.ifDescr.4 = Serial1/0/1
...
interfaces.ifTable.ifEntry.ifAdminStatus.3 = up(1)
interfaces.ifTable.ifEntry.ifAdminStatus.4 = up(1)
...
interfaces.ifTable.ifEntry.ifOperStatus.3 = notPresent(6)
interfaces.ifTable.ifEntry.ifOperStatus.4 = notPresent(6)

On the bright side, the all the counters are working (uptime 1 week, 5
days), but some monitoring systems refuse to graph the data for these T3's
as long as the ifOperStatus isn't up.

Go to cio.cisco.com/go/fn and do a comparison of releases.  It'll show you 
which features are unique to each version.  The router mentioned above is 
a 7513 dual RSP4 and VIP2-50's.
