[nsp] QoS on the 3550

Hi,
Modular QoS in 3550 used only for traffic policing and not for queueing.
Interfaces have 4 queues on egress, one of them can be priority queue,
others are Weighted Round Robin. Packets can be mapped to egress queue based
only on CoS, so you need to assign some CoS value to interested frames and
them map this value to priority queue.
