[nsp] PBR for multiyear switch

Be careful of PBR on the 4500 w/Sup IV. The initial release of code didn't
support "default next hop". The next release did, but had a serious bug
that caused a reboot when the FIB filled up. It's been fixed and we have it
running on one for about 6 days now, but I would not say it's stable yet.
