[nsp] GSR and tunnels

Is there a trick to get a GSR to bring a tunnel interface up/up?

I've been trying to get a tunnel between a 7200 and a GSR to work.  Same
config works with 7200 and 7500 and MSFC2 but with the GSR the tunnel stays
up/down.

Any clues?
