[nsp] strange (dcef?) routing

no ip cef dist\nip cef dist was quite painful (broke HSRP...routers lost
contact with each other and each decided it was the active router, even
after the 7513 settled after reenabling dcef), and resulted in my having
to reload the 7513.  Routing decisions on the 7513 still make no sense and
appear to depend on the source IP or perhaps more likely, the input
interface.
