Reboot from ROM.  

conf t
config-register 0x2101
exit
reload
no
yes

while running from ROM IOS, your flash will be writable.  You'll also be 
using a minimal feature set IOS that may not support things the router 
normally depends on.  Use caution.

When done writing to flash, 
conf t
config-register 0x2102
exit
reload
no 
yes
