You should still be able to telnet to the router when it comes up under
the flash helper image. Just don't forget that routing is disabled in
this image, so make sure you have "ip default-gateway" in the config.

I guess I should have mentioned that this router is in a remote location
and we do not have console access to it at this time (been trying to get
it).

while running from ROM IOS, your flash will be writable.  You'll also be

using a minimal feature set IOS that may not support things the router 
normally depends on.  Use caution.

When done writing to flash,
