you have a mis-seated or bad NM or a bad mid-plane.
i would suggest bringing the router up with no NM in, then start the
process of putting them back in 1 at a time.  since the 3620 does not
support OIR, you need to power it off before each step.  make sure all
connections are firmly made at each step.
