Go for "clock source internal", instead of clock rate.
(under the controller config for the modle)

According to the docs I can use the clock rate command to supply clock to
the other end of the link. However, the router won't let me... Is there
another command I'm unaware of in order to do this!?!?! I appear to be
getting slippage on the DS3 line as if both sides are using different
clocks.
