[nsp] QOS and Machba

On this past Sunday, the Machba computer center directors conducted a video 
conference between various end points (TAU, Technion, Haifa, Weizmann, 
HUJI) and the results were poor.

What do we need to upgrade (lines, routers, switches, MCU, end-stations, 
etc.) in order to get excellent quality video conferencing within 
Machba?  What have others had in the way of experience running 750kb/sec 
streams?
