Problem sounds similar, but the hardware is different.  This card is AMD 
Am79c971, and the errors are:

Oct 28 22:18:08: %AMDP2_FE-3-UNDERFLO: FastEthernet4/1 transmit error
Oct 28 22:19:01: %AMDP2_FE-3-UNDERFLO: FastEthernet4/1 transmit error
Oct 28 22:19:50: %AMDP2_FE-3-UNDERFLO: FastEthernet4/1 transmit error
Oct 28 22:20:47: %AMDP2_FE-3-UNDERFLO: FastEthernet4/1 transmit error
Oct 28 22:20:47: %AMDP2_FE-3-UNDERFLO: FastEthernet4/1 transmit error

If I debug ethernet-interface, I get flooded (many per second) with 
%AMDP2_FE-4-BABBLE: FastEthernet4/0 transmit problem, CSR0=0xC200
which is odd, since most of the underruns and drops are on f4/1.

Is that a valid command?  Even on DEC based interfaces, fastether doesn't 
appear to be a valid config command.
