[nsp] strange prob with Cat OS 6.4(5)

Uplink fast is enabled.

I don't think this is a 'sleepy nic' problem because the devices are not 
online
and losing connectivity.  They are being consistently rebooted, maybe 3-4 
times
and the only thing that works is to dis/enable the port.

We upgraded to this version of OS and the problem started happening.  Prior
to this we had no problems of this type on this switch for 2-3 years :-)

So, I was hoping that I could find out if anyone else was having the same 
problem
with this version of cat OS.
