[nsp] Frame relay over DS3 config confuzion

Hello,

I just had an ATM DS3 installed to serve frame relay T1's off of.  Qwest
gave me a vpi/vci combination and I established a link to the remote router;
however, the available bandwidth is only enough to get a 100 byte ping
across.  Is there any magic to configuring an ATM subinterface to serve a
frame-relay customer?  Thank you. Here is my subinterface config.

interface ATM8/0/0.107 point-to-point
 ip address 192.168.0.1 255.255.255.252
 no ip mroute-cache
 pvc 1/138
 !
