[nsp] sudden OSPF failures

Only interfaces that speak OSPF to other devices are covered by OSPF 
network statements.  We redistribute static and connected on all 
routers/access-servers, using summary-address statements on 
access-servers to summarize their dial-pools.  On access-servers, 
virtual-template and group-async interfaces are set to passive-interface.

I wasn't seeing any such error messages during the route flapping.

If buffers were the problem, I suppose I should see failures in "show 
buff"?  I don't see any on the 2501 in the problem POP...but I do see them 
on the 5248's.

5248-2:

Large buffers, 5024 bytes (total 0, permanent 0):
     0 in free list (0 min, 10 max allowed)
     13 hits, 15 misses, 5 trims, 5 created
     15 failures (0 no memory)
Huge buffers, 18024 bytes (total 0, permanent 0):
     0 in free list (0 min, 4 max allowed)
     4 hits, 11 misses, 5 trims, 5 created
     11 failures (0 no memory)

5248-4 (this one gave me some trouble yesterday after -2 stabilized):
Big buffers, 1524 bytes (total 112, permanent 50):
     64 in free list (5 min, 150 max allowed)
     3842354 hits, 280 misses, 378 trims, 440 created
     36 failures (0 no memory)
VeryBig buffers, 4520 bytes (total 10, permanent 10):
     10 in free list (0 min, 100 max allowed)
     28902 hits, 3 misses, 1 trims, 1 created
     3 failures (0 no memory)
Large buffers, 5024 bytes (total 0, permanent 0):
     0 in free list (0 min, 10 max allowed)
     0 hits, 3 misses, 1 trims, 1 created
     3 failures (0 no memory)
Huge buffers, 18024 bytes (total 0, permanent 0):
     0 in free list (0 min, 4 max allowed)
     0 hits, 3 misses, 1 trims, 1 created

If I look at "show buf" on some of my AS5300's they have lots more 
failures, but aren't having any OSPF problems.
