[nsp] Transcoder configuration

Hello,

I have a situation where I have one router with two PRI ports.  I want one
PRI to interface with the SIP portion of the network and the other PRI to
interface with the h323 portion of the network.  I've connected the two with
a crossover cable and the set is working but has many voice quality and
usability issues.
