That is correct. To emphasize this point, Cisco puts a couple of small
Phillips screws on the VIP that, when installed, lock the PA in place.
For better or worse, those screws usually "disappear" during
maintenance.

Good point, Port Adapters (PA-xx) do not support Online Insertion and
Removal (OIR) on Cisco 7500 series routers. The VIP does support OIR.
You need to remove the VIP before you insert the PA. I'm not sure what
would happen if you did it live but I would suspect 'bad things' (tm)
possibly killing the PA and or VIP.
