ACK.  It's some generic CEF-over-Tunnel thing that also bites IPv6
tunnels (12.2(14)S3 and 12.3(6)).  One key issue seems to be a media
change "ingress tunnel, egress native" or vice versa.

Don't have a specific bug id, though.
