Have you tried changing the MTU on the serial interfaces to 1600?
We had some flakey user problems right after enabling IPSEC on a T1 link.
No user complaints after changing the serial interface MTU to 1600 on both
sides.  (never did figure out exactly what the problem was - but no
problems after increasing the MTU).
