[nsp] OOB-Access to Sup720

The Cyclades and the 720s work great together.  I would however suggest 
that you may just want to burn a second port.  During normal ops the 
second sup engine console is not active, however having that second one 
is useful when you have to reboot them and the things goes into rommon.
