[nsp] Cisco Cat3750 IPv6

Ipv6 Layer-3 support was due in Q1 2004 but liek all good cisco targets
seems to be slipping a bit. I have been chasing our cisco reps about it
for a few weeks now. I'll let the list know how i fare.
