Yes , it means 16000 routes no matter from which protocol rearned.
This number is determined by amount of TCAM entries that hold
unicast destination adresses.

By configurable, what do they mean?

Do they mean: no matter how that switch learns those unicast routes
(connected, static, iGP, iBGP)
but the total amount cannot be more than 16,000 ?
