[c-nsp] Route Resolver

Hi all,

I just finished version 0.2 of router resolver. Its a small program that
resolves reverse DNS of a given route ( ie 123.45.78.0/24 ), and can verify if
the reverse DNS with the forward.

$ rr -v 195.66.248.0/28 | grep linx            
195.66.248.5    [FAIL]   collector.tfm6.linx.net 
195.66.248.6    [FAIL]   nene.pbo.linx.net 
195.66.248.9    [OK  ]   fa4-0.uunet-linx.transit1.linx.net 
195.66.248.10   [OK  ]   uunet-uk-transit.thn.linx.net
