It's an access to a low memory address.

8 to be exact.

The number of times it's hit the error has been pretty small.

It's a software bug.  Open a TAC case on it.

Almost never do these cause enough CPU overhead doing the corrections
to impact performance but I have seen it happen.
You'd see the CPU high at interrupt level.

You are most likely hitting:

CSCee66832
Internally found severe defect: Resolved (R)
sh ip access-list doesnt show configured extended access-list

fixed in 12.3(9.8) code.

It was a result of a show command you entered and the code was broken
printing the output.

Please open a TAC case so they can link your case to the bug for
tracking purposes.
