[c-nsp] monitoring error thresholds

does anyone have some best practice numbers for throwing alarms on 
percentages of errors for various media? i've search and haven't uncovered 
any suggested numbers for things like >x% of errors on T1 should sound 
alarms v. >Y% on GigE, etc...

links, white papers or battle experiences appreciated
