Cisco devices support the normal IF-MIB linkup and linkdown traps as
defined in RFC2863, ftp://ftp.rfc-editor.org/in-notes/rfc2863.txt  Those
traps supply the following information:  ifIndex, ifAdminStatus,
ifOperStatus.  Your application will need to cross-reference the ifIndex to
the ifDescr to get the interface name.
