Of course it's normal and it is what I want to achieve... what I would like
is to actually have working counters! The counters on the layer3 interface
makes one believe that the port is pushing out 1.2Mbps, while actually only
1Mbps is being delivered. That's the weird thing!

Unfortunately, the 3550 doesn't support shaping, only policing...
