[c-nsp] !!12.2.24b ospf emergency

I have a 7206. I have been tracking the 12.2.24 line on some other 7200's
with success so I upgraded my core with 12.2.24b. Afterwards ospf went
completely wacky, no neighbors, etc, when doing a "debug ip ospf events"
the output stops after the DR election? I have reverted back to the old
IOS and hope this will clear the problem.
