[c-nsp] ios 12.2(17b)SXA and catalyst 6500

I can tell you from personal experience that the 12.2.17b.SXa Native IOS
code has a serious problem with CEF that manifested itself to me via
inconsistent switching/HSRP issues.  All I can tell you is that it was a Sev
2. Bug.
