[c-nsp] Catalyst 2950/3550 with multiple vlan and multiple pingableip's?

A 3550 can certainly have multiple interfaces (SVIs) which can be used
to reach the switch, but which *cannot* be used for IP routing unless
you explicitly turn on "ip routing". Not sure about the 2950.
