[c-nsp] Add/Drop Capability - OT?

Pardon the question if this is too off topic.. not sure where else to 
ask this.

Just recieved the first bill for an SBC Sonet Ring.  There is an item 
called "Add/Drop Capability" at each node.  Our sales guy claimed we 
need 1 Add/Drop charge for each OC12 or OC12 equivilent (4 OC3's, etc).  
He wasn't clear on what it was... when asked if it was equipment, he 
indicated it was... but couldn't get specific.  The equipment is a 
Fujitsu Flashwave 4500.

Does this sound right? Or is he trying to blow smoke?
