You can use cisco dialer-watch feature:
a router can permanently check a specific route in his routing table, if the
route disapear he could active a ISDN dialer link.
work well

Objet: [nsp] ISDN Backup using DDR
Hello All,
How can we configure DDR with backup interface using
ISDN line.
We have 3 remove name A,B & C site connecting to
CentralLocation XX. with E1 at each site. If E1 goes
down at remote location B or C that site should dial
to remote Site A and from there it get connectivity
to central location XX.
How can i configure DDR between all there remote site
A B and C so that B and C will connect to site A if E1
goes down at B and C location.
Regards
Prit Patel
