[nsp] broadcast limiting on a WS-X6548-GE-TX / CatOS 8.2.1 doesn't work

We used to have broadcast limiting and that worked fine for 10/100 
(WS-X6348-RJ-45 and WS-X6148-RJ-45) as well as for GE. Now we graded up 
to Sup720 and new modules. While the GE still works fine, when I issue 
the command for the 10/100/100 module I get

multicast enable unicast disable
Failed to limit broadcast traffic to 0.1% on ports 8/1-48.
Failed to configure ports 8/1-48 to drop-packets on broadcast suppression.

Feature not supported on Module 8.
