[nsp] high cpu load on 2651

Hello,
is it only me who find CPU load 80% too high?
router is c2651, sw is 12.2.19
there is an NM-1A-E3 in the chassis
load is: 20M/10M, 2,7kpps/2,3kpps
traffic is between an AAL5SNAP encapsulated PVC and Fasteth.
(the cpu load was the same with ATM/LANE uplink)
Normally there is CAR on the FastEth, and inACLs on both ATM & FastEth,
but the CPU won't calm down neither at removal of the CAR, nor at removal of all the ACLs.
According to published perf data the c2651 can do up to 37-40kpps @64B/pack
We only have 5-6kpps, why is the CPU running around 80%?
Ok, i know CPU util is not clearly linear with kpps value, but 80% at 5-6 kkps is still strange!
Any idea?

CPU utilization for five seconds: 81%/79%; one minute: 80%; five minutes: 82%
verified with 'sh int stat' that almost all traffic is 'handled' at interrupt level.
