[nsp] Cisco 831 and NTP

According to the Feature Navigator, for the 12.2(8)YN/NTP/831 combo, it is
only supported in the IP/FW/PLUS 3DES image (c831-k9o3sy6-mz.12.2-8.YN).

If you only have the IP/FW/3DES image (c831-k9o3y6-mz.12.2-8.YN) that would
explain it.
