That's usually not an issue because it's the cheaper traffic of all: won't
ever require upgrading links, either interconnect to other PoPs or internal
to that PoP.
But as it may force a router upgrade due to processor usage, or be used with
worms that prefer neighbor IPs, one might consider rate-limiting this
traffic (customer X to customer not-X on same router) with a somewhat
unusual rate, just as a safeguard.
